MARBLE HILL — Reaction to Thursday afternoon’s shooting by ICE of a man in Marble Hill, Manhattan was met with fury by residents of the close-knit uptown communities currently in the cross hairs of federal officers under the control of the Trump administration.

“What happened tonight was an outrage. Tonight a five year old child sits traumatized and terrified. Tonight millions of our neighbors wonder if they will be safe on our streets, in our schools, at their worksites. Tonight New Yorkers across the five boroughs are asking whether their civil liberties will be respected. Whether law and order is supposed to look like a man carrying a long gun wearing a mask,” Mayor Zohran Mamdani said at a late-night press conference at the scene of the shooting.

“We know that ICE is rotten to its core and tonight’s shooting is only further demonstration of what we have long known, which is that ICE acts with impunity that they sow chaos and terror across our country. That they have killed far more of our neighbors than they have claimed to save,” he added.

The victim, Oscar Belgall, was in his vehicle when he was approached by masked men in plain clothes attire. He had a five year old child in the vehicle, believed to be his son, according to NYC Police Commissioner Jessica Tisch. Belgall was shot in the neck and was transported by NYPD officers to Allen Pavillion, a part of the Columbia Presbyterian Hospital located in Inwood, where he was in stable condition.

The mayor said that after being treated ICE “whisked” the victim out of the hospital and into DHS custody. The child has been located by children’s services and is safe in a family member’s care, Tisch said.

Mayor Mamdani also said that he had been in negotiations with President Donald Trump and DHS Secretary Markwayne Mullin to try and secure the release of Belgall from custody but those discussions ultimately failed.

Local elected officials gathered earlier in the evening to express their rage at the Department of Homeland Security, the ICE officers, and the NYPD whom they felt had helped the ICE officers leave the scene of the shooting.

Police commissioner Tisch said that at no time did the NYPD assist in the arrest and that officers arrived on the scene only after reports of shots-fired.

New York City Councilwoman Carmen De La Rosa, who represents District 10, which includes Inwood and parts of Marble Hill spoke to Uptown Voices ahead of the main press conference encouraging New Yorkers to come out to make their voices heard and to demand answers:

Other elected officials, including Bronx Borough President Vanessa Gibson, New York State Assemblyman Manny De Los Santos and NYC Public Advocate Jumaane Williams delivered blistering speeches:

After the speeches elected officials and protesters marched to Allen Pavillion. The march was peaceful but tempers flared once the throngs of angry New Yorkers reached the hospital.

In a video shared on social media the Congressional Democratic Candidate Darializa Avila Chevalier appeared to be stepping into the frey in order to separate protesters and police officers and to calm the situation:

MARBLE HILL — La reacción al tiroteo del jueves por la tarde, en el que ICE disparó contra un hombre en Marble Hill, Manhattan, fue de furia entre los residentes de las comunidades unidas del norte de la ciudad, que hoy están en la mira de agentes federales bajo el control de la administración Trump.

“Lo que pasó esta noche fue un ultraje. Esta noche un niño de cinco años está traumatizado y aterrorizado.
